Operational Safety and Risk System Development
Tom has more than 20 years of hands-on and strategic leadership experience in complex helicopter operations. His background spans SAR, aeromedical, and law enforcement missions, with expertise in both single-pilot and multi-crew operations.
Tom has held key personnel appointments including Head of Training and Checking, and Head of Flying Operations for both air transport and aerial work helicopter operators. Tom specialises in developing systems and procedures that ensure safe, efficient, and compliant operations in high-risk settings.
His advisory services include:
Flight operations system design and implementation
Exposition and operations manual development
Support for operational approvals including NVIS, PC2WE, EFB, FRMS, and Air Display
Training and checking program design (simulator and in-aircraft)
Helicopter landing site design and placement advice aligned with ICAO and CASA standards, including hospital heliports
Industrial relations guidance across enterprise and individual matters.
Tom is a qualified flight instructor and examiner with experience in IFR, low-level, external load, and NVIS operations.
He holds a Bachelor of Laws from Deakin University and a Master of Laws (Air and Space) from Leiden University, combining regulatory insight with hands-on expertise.
